BIOGEMS PARTNERS RECEIVE MAJOR ENVIRONMENTAL AWARD
Two grassroots activists who have been crucial local partners in our BioGems campaigns have been awarded the 2007 Goldman Prize. The $125,000 prize for extraordinary environmental leadership is the largest of its kind in the world. Julio Cusurichi Palacios has played a key role in establishing protections for Peruvian native lands and in helping us secure the Bush administration's recent commitment to crack down on the illegal mahogany trade. Sophia Rabliauskas of Canada's Poplar River First Nation is working closely with us to win permanent protection for her community's traditional lands in the Heart of the Boreal Forest. Congratulations, Julio and Sophia!

JUDGE TOSSES OUT EVERGLADES MINING PERMITS
Capping a five-year legal battle waged by NRDC and our partners, a federal court has overturned permits issued by the Bush administration for a massive limestone mining project adjacent to the Florida Everglades. The same judge ruled in March 2006 that the Bush administration violated the law when it approved the destructive mining scheme, but that decision left the existing permits in place. Since then, the U.S. Army Corps of Engineers has allowed the mining companies to escalate their activities. The Everglades mining project would have bulldozed and dynamited 30 square miles of wildlife habitat -- including foraging grounds of the endangered wood stork. In recent years, BioGems Defenders sent more than 100,000 messages to federal officials protesting the mining scheme...

BIOGEMS DEFENDERS LEAD PROTEST OVER DRILLING SCHEME
BioGems Defenders sent tens of thousands of email messages in August opposing a destructive oil and gas drilling plan for Colorado's Roan Plateau. Due in large part to our outcry, the Bush administration extended the official comment period by two weeks and agreed to accept public comments on the controversial scheme electronically (as well as by postal mail and hand delivery). The Roan Plateau region is one of the most biologically diverse areas in Colorado -- home to elk, deer, cutthroat trout and many rare plants. Earlier last month, the House of Representatives passed an energy bill that would bar drilling in fragile wildlife habitat on the uppermost reaches of the plateau. The Senate-passed energy bill does not include such a provision, and NRDC is fighting to ensure these crucial protections make it into the final bill - Thanks to federal protection, Sierra Nevada bighorn sheep now number some 350 animals -- up from as few as 125. A MESSAGE FROM U.S. SENATOR DIANE FEINSTEIN:

Dear Mr. Roper - Thank you for writing me to share your thoughts about global warming. I appreciate hearing from you on this important subject, and I welcome the opportunity to respond.

There is convincing evidence that emissions of greenhouse gasses have changed the atmosphere in a way that causes global warming. In order to avoid catastrophic climate change, I believe that Congress should act to reduce our greenhouse gas emissions. The burning of fossil fuels (coal, oil, gasoline and natural gas) is the primary cause of emissions, such as carbon dioxide, that contribute to global warming.

I recently introduced the "Electric Utility Cap-and-Trade Act of 2007," which would reduce emissions from the electricity sector. It would establish a cap-and-trade program that would promote cost-effective greenhouse gas reductions. Under this bill, power plant emissions would be capped and companies would have the flexibility of trading emissions allowances and banking them for future use.

As the cap ratchets down over time, by 2020, this bill would reduce greenhouse gas emissions from electric utilities by 25 percent below projected business-as-usual levels. The cap and trade system would generate billions of dollars for technology development through the auction of carbon credits. Eighty percent of this revenue will go toward the development and deployment of new low- and zero-carbon electricity production technologies. Twenty percent of the revenue will go to assisting communities and workers negatively affected by climate change and to fish and wildlife habitat.

This bill is the most aggressive global warming legislation to date that is supported by industry, including Calpine, Entergy, Exelon, Florida Power & Light, Pacific Gas and Electric Corporation, and the Public Service Enterprise Group. Together, these companies operate in 42 states and supply approximately 18 percent of the electricity consumed in the U.S. today. This is enough energy to power 50 million homes.

Senator Olympia Snowe (R-ME) and I also introduced the "Ten-in-Ten Fuel Economy Act of 2007," which passed the full Senate in June. This bill would require that the average fuel economy of all cars and SUVs increase from 25 to 35 miles per gallon over the next 10 years. This bill would save 2.1 million barrels of oil per day by 2025, nearly the amount of oil we currently import from the Persian Gulf. It would also reduce vehicular greenhouse gas emissions by 18 percent by 2025; or 350 million metric tons of carbon dioxide emissions. This is the equivalent of taking 60 million cars off the road in one year.

The "Clean Fuels and Vehicles Act" (S. 1073), which I introduced on March 29, 2007, would create a comprehensive program to increase the availability of low-carbon alternative fuels, such as biodiesel, E85, and hydrogen. This bill would reduce carbon dioxide emissions from the transportation sector by 22 percent below projected business-as-usual levels by 2030, equivalent to taking 96 million cars off the road for a year.

I will also soon introduce an economy-wide cap-and-trade bill and an energy efficiency bill modeled after California's programs. I have attached the text of a speech I gave at the U.C. Berkeley Institute of Environment International Workshop. I thought you might enjoy reading it.
